The upload limit is the hard part, not the form
Filling in an online application is rarely the difficult bit. The difficult bit arrives at the end: "Upload your photograph (JPEG, 200×230 px, 20–50 KB)" and "Upload your signature (10–20 KB)", followed by a red error message that tells you the file was rejected but not by how much. Miss the window by a few kilobytes and the form will not move on. Millions of people hit this every year across exam boards, recruitment portals, scholarship schemes and university admissions, and the usual workaround is to cycle through random compression sites, guessing quality settings, until something is accepted.

Why an exact size is achievable here
It is worth being precise about what can and cannot be promised, because plenty of sites are not. Squeezing an entire PDF to an arbitrary target is genuinely unreliable: a document's size is dominated by its content, and below a certain floor the text stops being legible. A single photograph or signature is a different problem. Image compression exposes a quality dial whose output size changes smoothly, so a tool can encode, measure, adjust and repeat until it lands just under your target — and if even the lowest quality is too large, it can step the pixel dimensions down and try again. That is why the image tools here can commit to an exact kilobyte figure while an honest whole-PDF tool can only tell you the smallest it managed.
