Three different jobs that all get called compressing
People say they want a picture smaller when they mean one of three things. Sometimes the file is too big for an email or a chat app, and any saving will do. Sometimes a portal has a hard limit of 50 KB and the picture must land just under it. And sometimes the picture must not change at all, because it is an archive copy or a scan, and the wish is only for a smaller file holding the same pixels. These need different tools, and a single quality slider hides the difference.
Compress Image covers the first and the third: a Lossless level that rewrites a JPEG's data without changing one pixel, and Balanced, Smaller and Smallest levels for when a little detail can go. Resize Image to KB covers the second, searching for the best quality that fits an exact limit. Crop Image removes what the picture does not need, which is often the biggest saving of all.
What shrinks a picture, and by how much
Four things decide a picture's size: how many pixels it has, how finely they are encoded, whether it carries metadata, and which format it is saved in. Phone cameras make pictures of 12 megapixels or more, far beyond what any screen shows, so lowering the pixel count is the biggest lever. A photograph saved as PNG is usually several times larger than the same photograph as JPEG, so changing the format is the next. Quality settings come after those, and metadata, such as the camera, the date and where the picture was taken, is a small amount of data that can matter more for privacy than for size.
